The project was part of the global restructuring of the former Boch Kéramis earthenware site, which was the subject of a Master Plan (June 2006 - IDEA and Espace Environnement).

The project of La Louvière Administrative City was created as a result of the dispersal of the communal services and the CPAS in various old buildings in La Louvière, which generated very high costs for the maintenance and the expenses of these buildings and also extra difficulty for citizens who have to move from one service to another.

The new Administrative City provides all the functions of the municipal administration as well as the CPAS, enabling the political and representational functions to occupy the entire existing City Hall. To facilitate communication between the administration and politics, a bridge connects the two buildings above Opposition Boulevard to the second floor level.
